What is a General Plan?

A general plan serves as a community's long-term roadmap for how it grows and changes over time.

By outlining a shared vision alongside supporting policies, it shapes decisions around land use, transportation, and where both public and private investments go.

It works hand in hand with local zoning maps and ordinances—the plan establishes our overall direction, while zoning rules give us the practical tools to bring that vision to life.

Two Plans, One Vision

General Plan Establishes the City's long-term vision for land use, growth, and community priorities.

Transportation Master Plan Guides transportation planning and improvements throughout Ogden Valley, including how residents and visitors travel around the valley.

Working Together Developing both plans at the same time will provide a coordinated framework for future land use, transportation, and investment decisions across Ogden Valley City.

Why is Ogden Valley Updating Its General Plan?

Local Control

When Ogden Valley incorporated in January 2026, the City gained responsibility for its own land-use planning. Updating the General Plan gives residents an opportunity to help shape the City's future and establish priorities that reflect the community's values.

Building on the Existing Plan

In April 2026, Ogden Valley City adopted an initial General Plan to provide a foundation for local planning decisions. The current update builds on that foundation, incorporating community input and developing a more comprehensive vision for the City's future.

Growth & Preservation

Ogden Valley faces increasing development pressures while residents value its rural character, agricultural heritage, open spaces, and natural beauty. The updated General Plan will help the community consider how to accommodate future needs while protecting the qualities that make the valley unique.

Preparing for 2034

With the 2034 Winter Olympic and Paralympic Games approaching, Ogden Valley has an opportunity to prepare for potential transportation, infrastructure, and visitor-related impacts. Long-term planning will help the City evaluate these needs while considering the community's priorities.

Regional Planning Support

Ogden Valley City has secured $175,000 in technical planning assistance through the Wasatch Front Regional Council to support the General Plan update and Transportation Master Plan. This assistance will help the City develop coordinated plans informed by professional expertise and community participation.

Planning Process & Timeline

Ogden Valley City began an 18-month effort in September 2026 to update its General Plan and develop a new Transportation Master Plan. Throughout the process, residents will have opportunities to share ideas, review proposed recommendations, and help shape the City's future.
