Ogden Valley City Engineering
The Engineering Department is responsible for the planning, design, construction, and ongoing maintenance of Ogden Valley City’s public infrastructure. Our team manages engineering services for city-owned roads, bridges, stormwater facilities, trails, and utility systems, ensuring they remain safe, reliable, and resilient. We also provide technical support to all city departments and serve as a resource for residents, helping deliver projects that benefit the entire community.




Functions We Perform
Production and management of plans, drawings, contracts & specifications, cost estimates, construction projects, environmental reports, and traffic surveys as needed for Ogden Valley Road building and improvements, storm water projects, facilities and buildings, bridge replacement, and other related county infrastructure.
Review of proposed development plans for adherence to local codes, design standards, and ordinances. These local codes and standards deal with utility placement and availability, easements, storm water runoff, road improvements, and other infrastructure improvements.
Management and distribution of applications for construction and use type permits including excavation and special events permits.
Provide continuous assistance to City citizens, contractors, consultants, and other public agencies concerning land and municipal engineering issues.
Ogden Valley City has contracted with J-U-B Engineers, Inc. to provide a broad spectrum of engineering and community planning services to help guide the future of Ogden Valley. J-U-B is a full-service engineering firm with more than 500 employees across 23 offices, offering engineering, planning, grant support, and related services. Their depth of experience gives Ogden Valley access to specialized skills as needed—without overcommitting resources to a traditional staffing model. J-U-B employees Nate Smith, P.E. and Matt Crump, P.E. are Ogden Valley’s City Engineer and Deputy City Engineer respectively. Ogden Valley City also has contracts with Weber County Engineering, Jones and Associates, and CivicSolutions to provide extra capability on an “as needed” basis.

Nate Smith has 20 years of experience and currently is a Senior Project Engineer with J-U-B Engineers. His experience spans master planning efforts for water, stormwater, irrigation, and sewer systems throughout the Intermountain West. Nate is also an experienced project manager, leading the design and delivery of roadway improvements, water and sewer infrastructure, irrigation systems, pump stations, water storage tanks, and other municipal projects. He holds a master’s degree in Hydraulics from Utah State University.

Matt has been with J-U-B Engineers for 5 years and has experience on a wide variety of municipal infrastructure projects. He has been providing engineering support to a number of cities and service districts throughout Weber and Davis Counties since the start of his professional career. Matt has a Master of Science in Transportation Engineering from Utah State University and is especially passionate about active transportation infrastructure.

City Council Oversight
Engineering oversight on behalf of the City Council is provided by District 5 Councilman Don Hickman, a retired Air Force Colonel and Bioenvironmental Engineer with nearly 40 years of civil and environmental engineering experience.
Public Works
Ogden Valley City encompasses over 63 square miles of Ogden Valley. When we incorporated in January 2026 we “inherited” over 100 miles of public roads, nine miles of public trails, and multiple sanitary sewer systems from Weber County. The city is responsible for their management, maintenance and repair. These roads and trails include numerous signs, bridges and storm drainage systems.
Ogden Valley has over 80 private irrigation, drinking water and wastewater companies as well as numerous homeowner associations and public utilities that provide essential services to its residents, farmers and businesses. While Ogden Valley City is not responsible for the operations of any of these entities, it works closely with them to facilitate the general health, safety and welfare of all residents.

Ogden Valley City has contracted with the Weber County Roads Department to provide all roads services in 2026 for all the Ogden Valley City owned roads. These include all road maintenance and repair, including snowplowing, potholes, signage, storm drains, and scheduled maintenance. There is no disruption of service in the transition from County to City owned roads.

The Utah Department of Transportation (UDOT) owns and maintains State Routes (SR) 39 (Ogden Canyon to Monte Cristo), SR 158 (Pineview Dam to Powder Mountain), and SR 167 (Trapper’s Loop from Mountain Green to SR 39) that bisect Ogden Valley City.

Ogden Valley City owns and maintains the nine-mile long Pineview Loop Pathway. The Pathway is a safe, accessible corridor for non-motorized transportation and recreation, connecting multiple areas around Pineview Reservoir and Ogden Valley. Trails on private lands, the US Forest Service, Weber County’s North Fork Park, and in the Middle Fork Wildlife Management area are not owned or maintained by Ogden Valley City.
Ogden Valley City has contracted with WM (formerly known as Waste Management) to continue the same residential trash collection service as was provided through Weber County. Existing customers can check the status of their account at www.wm.com. New customers can create an account and start service at www.wm.com or by calling WM Customer Service at (888) 796-9696 during regular business hours.
Weber County is transitioning ownership and responsibility for operations and maintenance of multiple sanitary sewer systems to Ogden Valley City over the course of 2026. These sewers serve Emerson Hills, Bailey Acres, The Legends at Hawkins Creek, Trappers Crossing, and Basinview subdivisions. Additionally, the County and City are negotiating the responsibility for operations and maintenance of two sewers in the Pineview West Sewer District (Radford Hills and The Reserve at Crimson Ridge).
