PART I – PUBLIC HEARING
Impact Fee Facilities Plans; Impact Fee Analyses; Impact Fee Enactment

NOTICE IS HEREBY GIVEN that the Ogden Valley City Council, acting as the municipal legislative body of Ogden Valley City pursuant to Utah Code § 10-3-401, will hold a Public Hearing on April 13, 2026, beginning at 2:00 PM, or as soon thereafter as the matter can be heard, at Huntsville Town Hall, Council Chambers, 7474 East 200 South, Huntsville, Utah.

The purpose of the Public Hearing is to receive public input on, and to consider approval and adoption of, (1) one or more Impact Fee Facilities Plans (‘IFFPs’); (2) one or more Impact Fee Analyses (‘IFAs’); and (3) Impact Fee Enactment. These matters pertain to impact fees for trails, transportation (roads), and storm drain services for Ogden Valley. The public hearing on each of these matters is held prior to the City Council’s consideration and potential adoption of an Ogden Valley City Impact Fee Enactment Ordinance. All interested persons will be given a reasonable opportunity to be heard.

This notice is given pursuant to Utah Code Ann. §§ 11-36a-504, 10-20-205, and 10-20-502, with respect to the following systems: Trails, Transportation (Roads), and Storm Drain.

Geographic Service Area
The service area for the proposed impact fees is all areas within the municipal boundaries of Ogden Valley City, Weber County, Utah. Impact fees apply to new development activities within the service area and fund system improvements reasonably related to growth.

Description of Proposed Impact Fee Action
The Ogden Valley City Council proposes to enact new impact fees for the following public facility types:
1. Transportation / Roads
2. Trails
3. Storm Drain

PART II – SPECIAL CITY COUNCIL MEETING
Adoption of Impact Fee Enactment Ordinance
(Immediately Following Close of Public Hearing)

NOTICE IS FURTHER GIVEN that, immediately following the close of the public hearing described in Part I above, the Ogden Valley City Council will convene a Special City Council Meeting on April 13, 2026, at Huntsville Town Hall, Council Chambers, 7474 East 200 South, Huntsville, Utah, for the purpose of considering adoption of the Ogden Valley City Impact Fee Enactment Ordinance.

This special meeting notice is provided separately, as required, notwithstanding that the special meeting is held consecutively with the public hearing. Notice of the special meeting complies with the Utah Open and Public Meetings Act, Utah Code Title 52, Chapter 4.

Purpose of Special Meeting
The Ogden Valley City Council will consider the following actions during the Special City Council Meeting:
1. Formally close the public hearing record
2. Deliberate on the proposed Ogden Valley City Impact Fee Enactment Ordinance for trails, transportation (roads), and storm drain, entitled:
ORDINANCE NO. 2026-19: AN ORDINANCE ADOPTING ROADS, STORM DRAIN, AND TRAILS IMPACT FEE FACILITIES PLANS; ADOPTING ROADS, STORM DRAIN, AND TRAILS IMPACT FEE ANALYSES AND SUMMARIES THEREOF; ENACTING IMPACT FEES FOR SUCH PUBLIC FACILITIES; PROVIDING FOR CREDITS, REFUNDS, ACCOUNTING, APPEALS, ADMINISTRATION, COLLECTION, AND USE OF SUCH FEES; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE.
3. Take one of the following actions: (a) adopt the Impact Fee Enactment Ordinance as proposed; (b) amend and adopt the Ordinance; (c) reject the Ordinance; or (d) table the Ordinance.
The Impact Fee Enactment Ordinance, if adopted, will: (1) identify the specific types of impact fees imposed; (2) establish the service area within which the fees will apply; (3) specify the formula by which the City will calculate the impact fee for each applicable category of development activity; and (4) incorporate by reference the IFFPs and the IFAs and summaries therein.
