Ogden Valley City Storm Water Management (MS4)

Ogden Valley City is committed to protecting the water resources that make our community unique.

Rain and snowmelt flowing across roads, driveways, rooftops, and other developed areas can carry sediment, nutrients, bacteria, oil, trash, and other pollutants into local waterways.
In Ogden Valley, stormwater runoff ultimately reaches the North Fork, Middle Fork, and South Fork Ogden River, as well as Pineview Reservoir.

The City's Stormwater Management Program helps reduce pollution, protect water quality, and support the long-term health of the Ogden River watershed for residents, visitors, agriculture, recreation, wildlife, and future generations.

Public Review and Hearing Notice

Ogden Valley City has prepared a draft Stormwater Management Program (SWMP) and is seeking public review and comment prior to adoption.

The SWMP serves as the City’s primary framework for managing stormwater runoff, protecting water quality, and meeting requirements of the Utah Pollutant Discharge Elimination System (UPDES) Small MS4 Permit.

Residents, property owners, businesses, and other interested parties are encouraged to review the draft plan and provide comments.

Following the public hearing and review of comments received, the Ogden Valley City Council is anticipated to consider adoption of the Stormwater Management Program on July 21, 2026.

Stormwater in Ogden Valley

Ogden Valley’s stormwater system differs from many urban communities. Stormwater moves through a combination of roadside ditches, culverts, irrigation canals, natural drainages, streams, rivers, and limited storm drain infrastructure.

Because surface water and groundwater are closely connected throughout the valley, activities on the land can affect local streams, rivers, groundwater, and Pineview Reservoir.

The City’s Stormwater Management Program is designed to help reduce pollutants entering local waterways and support long-term protection of the Ogden River watershed and Pineview Reservoir.

Report a Stormwater Concern or Contact the Stormwater Program

Residents can help protect local water quality by reporting:

  • Illegal dumping
  • Illicit discharges
  • Spills entering waterways or drainage systems
  • Excessive sediment runoff
  • Construction site erosion problems
  • Stormwater infrastructure damage
