City Council
Five districts. One community.
The Ogden Valley City Council consists of five elected members, each representing a district within the city. Council members work together to establish policy, oversee services, approve budgets, and represent residents.

District 1

Tia Shaw
I’ve lived in the Ogden Valley for 37 years. My husband was raised here, and we raised our children in this amazing place. I am the mother of four — one son and three daughters — and a grandmother of four boys and one girl. Although my children and grandchildren don’t live in the valley, they love coming here whenever they can. I am focused on responsible growth that aligns with the Ogden Valley General Plan and preserves our valley’s charm, while also working toward making it a place our children can afford to return to.
I am a recently retired school counselor. My career in education has helped shape how I serve as a council member. I often draw on those experiences when collaborating with fellow council members and the public. In education, I learned it is impossible to please everyone. That understanding keeps me grounded in responsible decision-making.
As we move forward with our new city, the mayor and council are working diligently to minimize growing pains. We share a commitment to keeping our valley rural and preserving our precious open space. Our community is now in charge, and with that freedom will come difficult decisions. Our pledge is to remain transparent in those decisions and keep residents informed. Our public is a vital part of our team.
The areas I oversee as part of our effort to save the city money include economic development, business licensing, special events, emergency preparedness, and animal control. Please contact me with any questions about these areas. If I don’t have an answer, I will find one. I look forward to getting to know the wonderful people of our valley better while serving you.

District 2
Peggy Dooling Baker

Peggy Dooling Baker
Peggy Dooling-Baker is honored to represent District 2 on the Ogden Valley City Council. She and her husband, Mark Baker, have lived in the valley for 40 years, raising their two children, Elizabeth and Meg, in the mountains and along the reservoir that shaped their family’s love of nature.
Peggy retired from Ogden City Schools in 2016 after a 36-year career as a teacher and administrator, where she managed school and district budgets, oversaw federal funds, and supported educational programs. Mark, a retired carpenter, shares her deep appreciation for the valley’s rural character and close-knit community.
Peggy ran for City Council to help protect the valley’s unique identity and ensure growth reflects the values of its residents. She is committed to building a strong, connected community and preserving a rural atmosphere where both residents and agriculture can thrive.
She looks forward to serving District 2 and the entire Ogden Valley with dedication, transparency, and a deep love for the place she has called home for four decades.

District 3
Kay Hoogland

Kay Hoogland
Kay Hoogland serves as the Council Member for District 3. She brings a blend of legal expertise, principled leadership, and a deep commitment to preserving the Valley’s rural character and community spirit. An attorney and corporate manager by profession, Kay has spent her career helping organizations navigate complex statutory frameworks with clarity, fairness, and integrity.
In Ogden Valley, she is known for her steady, collaborative approach to city startup planning, her dedication to transparent governance, and her belief that residents deserve clear, accessible information about how their new city works. Kay is passionate about protecting the Valley’s agricultural heritage, strengthening community engagement, and building a city government rooted in honesty, stewardship, and long-term sustainability.
Kay grew up in Ogden and graduated from Ogden High School, the University of Utah, and the University of Virginia School of Law. Before retiring, she held legal and management roles in law firms and corporations and remained active as a community volunteer. She is enthusiastic about serving District 3 and Ogden Valley.
Kay and her husband, Jim, have had a home in the Valley since 2002 and retired here in 2016. Their family is grateful to call Ogden Valley home and is committed to helping ensure it remains a place where future generations can thrive.

District 4

Don Hickman
Don Hickman brings to Ogden Valley City over 38 years of successful leadership and management experience across the public, private, and nonprofit sectors. He has led teams of up to 3,400 employees and managed budgets as large as $11 billion. An honorably discharged veteran, Don retired as a Colonel from Hill Air Force Base in 2012 after more than 25 years of active-duty service.
Following his Air Force career, he managed a $30 million-per-year operation for a nationwide company and later founded his own local businesses, The Hickman Group, LLC, and A Helping Hand Financial Coaching. Through these organizations, Don provides business consulting and personal financial coaching. He serves as Vice-Chair of the Board of Trustees of Ogden Valley Adaptive, is an instructor at Ogden Nordic, volunteers as a coach and guide with the U.S. Paralympic Nordic Team, and is a former board member and acting executive director of the Ogden Nature Center.
Don holds degrees in Biology, Civil and Environmental Engineering, and National Security Strategy.
After retiring from the Air Force, Don and his wife Stacey moved their family to the Huntsville area in 2012. They irrigate their District 5 property through the Huntsville Irrigation Company. Don focuses on water issues across Ogden Valley, public works and engineering, encouraging agriculture and farming, preserving alternatives to large-scale development, and preparing for the 2034 Olympic and Paralympic Winter Games.
He actively participates in many of the valley’s recreational opportunities, including alpine and cross-country skiing, mountain biking, horseback riding, hiking, hunting, and fly fishing, and enjoys the region’s wildlife and nearby wilderness.
